Tachinid (Archytas aterrimus) female because of the "proclinate orbital bristles" - 2015-10-23 Newark, DE

The close-up above shows why it's a female:
"(...) "proclinate orbital bristles" next to the eyes (...) can be used to determine sex in this genus. In a few genera males have them too."
