These are Goldenrod leaf galls and are blisters caused by a Gall Midge. Most galls caused by this midge are single and circular, these two just happened to run together.

The midges carry a "symbiotic" fungus with them that spreads to where they go. It's believed that the fungus keeps small, parasitic wasps away that would normally attack the larvae inside the galls.
