Oleander Aphid (Aphis nerii)

My goodness! Went to check the runners I cut off the wax plant the other day and sure enough there were a few aphids left. One looked odd. I got a flashlight and the camera. I read the other day where there are a few species of aphid that will grow wings when circumstances require it. The one on the right has what look like fully developed wings. But, doesn't the one on the left look like it's growing wing buds? In the close-up underneath that one, it looks like 3 out of the 4 little ones on the left have wing buds. I didn't see those on the aphids before and can't find them in the other pictures.
