Cicadellidae nymph 2016-7-25 Newark, DE

it was only 2 maybe 3 mm big - there's the tip of the Blackberry leaf it was on, on the left

maybe even something in Coelidia, like olitoria, which has huge numbers of variations in nymphs - no way for me to be sure though, of course (learned about those variations from Dr. Andy's "Shutterbugs" pdf he sent)
