perhaps Wild Indigo Duskywing (Erynnis baptisiae) but by no means certain and definitely a stretch - 2013-8-24 Newark Oaks, DE
-Three skippers in the genus Erynnis look very similar, lucilius, baptisiae, and persius.

"Open woods and barrens for native hosts. Highways, railroad beds, and upland fields for the introduced crown vetch." Finding this next to train tracks improves the odds for E. baptisiae, but there is no way to be sure from this picture.
