It was (is?) a presidential tradition that on New Year's Eve/Day the President visits Hilton Head, South Carolina to play golf, etc.
After getting off the plane and while not open to the general public, President Clinton (with family) stopped for a few greetings and handshakes along the military flightline before leaving the base by Presidential motorcade to Hilton Head.

Where was Doug? On duty/at work about 300 yards away, providing airfield support operations every year for the same event (1995-1998).
